Hard to tell for sure from the picture. The class-legal thing is bronze and should come from the Manufacturer.
But I wouldn't worry too much. If you are planning to attend a major event (Nationals, for instance), your board, rudder and sail may be inspected. At least that's been my experience, but I have attended only one of those in my meager racing career. At Regionals, there is (even) less, if any, inspection of these items.
