What's that rivet doing there, then...?My understanding is they are sealed on the ends. So, no caps to be removed.
Honestly, I see the whole "class legal parts" thing evaporating as local Districts and clubs are going to start, (many have already started) allowing people to use non-class legal items to keep boats on the water and encourage more people to sail.
